Road Safety and HSE Signage in Dubai: UAE Requirements and Best Practice
HSE and road safety signage in the UAE is governed by strict regulations. This guide covers the requirements, sign types, materials, and how to stay compliant on Dubai construction and industrial sites.
Health, Safety, and Environment (HSE) signage is not optional in the UAE. It is a legal requirement on every construction site, industrial facility, and many commercial premises — and the penalties for non-compliance can be severe.
Beyond compliance, good HSE signage saves lives. In Dubai's construction and industrial sectors, clear, well-placed safety signs are a critical layer of protection for workers, visitors, and the public.
This guide covers the key requirements, sign types, and material specifications for HSE and road safety signage in Dubai and the wider UAE.
UAE Regulatory Framework
HSE signage in the UAE is governed by several overlapping regulatory bodies:
Dubai Municipality (DM) — sets requirements for construction site safety signage, hoarding, and public safety in Dubai
Abu Dhabi Department of Municipalities and Transport (DMT) — equivalent authority for Abu Dhabi
Ministry of Human Resources and Emiratisation (MOHRE) — sets workplace safety requirements including signage
Dubai Civil Defence (DCD) — fire safety signage requirements for all buildings
TRAKHEES — regulates safety in Dubai's free zones (JAFZA, Dubai Maritime City, etc.)
ISO 7010 — the international standard for safety signs, widely referenced in UAE specifications. Most UAE projects specify ISO 7010-compliant signs.
HSE Sign Categories

Alert to hazards. Yellow triangular background with black symbol and border.
Examples: Electrical hazard, Forklift operating, Overhead loads, Slippery surface, Chemical hazard
Mandatory Signs (Blue Circle, White Symbol)
Indicate actions that must be taken. Blue circular background with white symbol.
Examples: Hard hat required, Safety boots required, High-visibility vest required, Eye protection required
Emergency/Safe Condition Signs (Green Rectangle, White Symbol)
Indicate emergency exits, first aid, and safe conditions. Green rectangular background with white symbol.
Examples: Emergency exit, First aid, Assembly point, Eye wash station
Fire Safety Signs (Red Rectangle, White Symbol)
Indicate fire equipment and fire escape routes. Red rectangular background with white symbol.
Examples: Fire extinguisher, Fire hose reel, Fire alarm call point, Fire exit
Road Safety Signage
Road safety signs in the UAE follow the Gulf Cooperation Council (GCC) standard, which is closely aligned with the Vienna Convention on Road Signs and Signals.
Temporary Traffic Management Signs
Required for any road works, construction activity near roads, or temporary traffic diversions in Dubai. Must comply with Roads and Transport Authority (RTA) requirements.
Key signs:
- Road works ahead
- Speed limit (temporary)
- Lane closure
- Diversion
- Stop/give way (for traffic management personnel)
Material requirement: Retroreflective sheeting (Class 1 minimum; Class 2 for high-speed roads). All temporary road signs in Dubai must use retroreflective material for night visibility.
Permanent Road Signs
Manufactured to RTA specifications. Aluminium substrate with retroreflective vinyl sheeting. Arabic and English text required for all regulatory and warning signs in Dubai.
Bollard Marking and Road Marking
Yellow and black chevron marking on bollards and kerbs. White and yellow road markings. Sign Design Dubai handles bollard painting and road marking as part of our HSE signage service.
Material Specifications for UAE Conditions
Dubai's climate imposes specific requirements on HSE signage materials:
Substrate: Aluminium (1.5mm–3mm) for permanent signs. Rigid PVC or Corflute for temporary signs.
Graphics: UV-resistant vinyl or direct UV print. Standard vinyl will fade and delaminate within 12–18 months in UAE UV conditions. Specify UV-stable inks and UV overlaminate.
Retroreflective sheeting: For road safety signs, specify 3M Diamond Grade or equivalent (Class 2 retroreflective) for high-speed roads; 3M Engineer Grade (Class 1) for lower-speed applications.
Fixings: Stainless steel or hot-dip galvanised steel for all outdoor fixings. Standard zinc-plated fixings corrode rapidly in UAE humidity.
Post material: Galvanised steel or aluminium for sign posts. Specify anti-vandal fixings in public areas.
Bilingual Requirements
All regulatory and safety signs in Dubai must be bilingual — Arabic and English. This applies to:
- Construction site safety signs
- Road safety signs
- Building safety signs (fire exits, emergency assembly points)
- Workplace mandatory signs
Sign Design Dubai produces all HSE signage in bilingual format as standard.
